Arizona gets a C rating because that's the fact; average duck hunting with a handful of exceptions for the 6,600-some licensed duck hunters in the state (2023-'24).

That doom and gloom noted, Arizona's lack of fowling attention doesn't stem from a lack of places to hunt. It's no Washington or Oregon, but waterfowlers aren't without options. Best known, perhaps, is the Cibola National Wildlife Refuge on the Colorado River near Cibola. A reservation- and draw-style goose hunt is also available at Cibola. Other public lands include Morman, Pintail, Roosevelt and Lyman lakes, as well as an adequate list of wildlife management areas across the state.
